The Sheikh Jaber Ahmad Cultural Center is Cipher's engagement with the challenge of public architecture at a national scale.

The design proposition centres on the idea of a building as landscape -- a continuous ground plane that rises, folds and opens to create a sequence of covered and uncovered civic spaces accessible to all. Internally, the building brings together performance, exhibition and education functions within a unified spatial language, and a material palette that speaks of Kuwait's cultural identity and its architectural ambitions for the twenty-first century.
